The first days of spring draw visitors to outdoor restaurants with their blue umbrellas, and the view of the Potomac river from the Georgetown waterfront in Washington DC. Exactly a week earlier, heavy rains had swelled the Potomac, pushing it over its banks. The dock and paved area filled by people in this image were flooded and deserted.
